Article 6.1 of the Law on the Citizens’ Legislative Initiativestates that applicants must explain the purpose of their proposal. Article 7.2 further states that the signature collection sheet must include the full text of the law, which suggests that the full text must be available at the time of registration.

Article 135.3.9 of the Statute of the Seimas implies that the proposal must have a title when it is submitted to the Seimas. However, it is unclear whether a title is required when the proposal is initially registered with the Central Electoral Committee.

Article 6.Referendum Requirements of Proposed Laws, Other Enactments and DraftResolutions

1.A draft law which is being proposed for a referendum must conform to therequirements set forth by the Law on the Procedure of Drafting of Republic of Lithuania Laws andOther Regulatory Enactments.

Article 10.Registration of the Initiative Group of Citizens

2.The group’s application to the Central Electoral Committee must indicate: thereferendum type, preliminaryor final text of the resolution for adoption by referendum as well as,the coordinator (coordinators) of the group…

4. If it is stated in the application of thegroup that the text proposed for adoption of a resolution in the referendum ispreliminary, concurrently at the request of the representatives of the groupthe necessary assistance must be rendered by the Seimas Office in drafting the final text ofthe resolution as soon as possible, but no later than the day of the nextsitting of the Central Electoral Committee at which the issue of registeringthe group shall be discussed. The text of a resolution shall be deemedfinal, once all the members of the group have signed it.

6. It shall not be permitted to alter the text of the resolution proposedin the citizens’ petition to call a referendum.

Article 135. Requirements for a Draft Submitted forRegistration

2. A draft orproposal submitted to the Seimas for consideration must be signed by theinitiators thereof. When a draft law is submitted to the Seimas by citizens ofthe Republic of Lithuania in accordance with the right granted to them by theConstitution, it shall be signed by the representatives authorised by theinitiators; the draft shall be accompanied by citizens’ signatures collected inaccordance with the procedure established by the law.

3. An explanatorynote shall accompany the draft law specifying the following:

9) the compliance of the draft law with therequirements of the Law on the State Language, the Law on Procedure for Drawing up Laws and OtherRegulatory Acts
