Who may make application under section 71
73. Anapplication under section 71 may be made to the Supreme Court by any one ormore of the following persons:
(a) any person who voted or had a right to voteat the election to which the application relates;
(b) any person claiming to have had a right tobe returned or elected at the election; and
(c) any person alleging himself to have been acandidate at the election.
