Citizens can initiate a proposal for the creation of a legislative principle or for the initiation of major policy. However, only one issue is allowed in each proposal. The procedure of initiating an initiative by citizens is identical with the one of initiating an optional referendum by citizens.

Article 2.

The 'referendum'called in this Act includes national referendum and local referendum.

For the national referendum,this Act shall apply to the following matters:

1. Referendum of laws.

2. Initiative of legislative principles.

3. Initiative or referendum ofimportant policies.

4. Referendum for amendment ofthe Constitution.

For local referendum, this Actshall apply to the following matters:

1. Reference of the laws andregulations on local autonomy.

2. Initiative of the legislativeprinciples for the laws and regulations on local autonomy

3. Initiative or reference ofthe important policies regarding the local autonomy.

No proposal of referendum maybe raised for any matters regarding budgeting, taxation, investment, salary andpersonnel affairs.T he matters subject to referendum shall be recognized by theReferendum Review Commission (hereinafter referred to as

'the Review Commission').
