Due to the diversenature of Swiss federalism, it is difficult to make general observations ondemocratic institutions at the communal level. Decisions by the citizen'sassembly or communal parliament are subject to a mandatory referendum in somecommunities, and only subject to an optional referendum in others. Initiativesmay be submitted by individuals or a set number of voters. Similarly,individuals may enter agenda initiatives that will become part of the agenda ofthe municipal assembly.
