Legal provisions for direct democracy at the local level

We don't have access to the legislation at the sub-national level. The online article mentions the possibility of citizens initiated referendum: "If residents can gather signatures from 40 percent of registered voters in their municipality on an issue of local concern, municipal authorities must convoke an official municipal referendum, known as a consulta popular in El Salvador’s Municipal Code."
