Section9.

(1) Cabinetmay, by Gazette notice, appoint a person to be the returning officer for the

referendum.

(2) IfCabinet does not appoint a returning officer, the Chief Secretary is thereturning

officer forthe referendum.

(3) Thereturning officer has the powers and functions conferred on the returningofficer

by this Act.

Comment

Inthe event when a returning officer is not appointed to manage theadministration of direct democracy at the national level, the Chief secretarybecomes the returning officer for the referendum.
