A citizens’ initiative shall propose a bill or propose that Parliament initiate the drafting process for a bill. In both cases, the initiative must explain the reasons behind the proposal. The initiative must also have a title describing its contents. The initiative must be dated.
An initiative must not cover several different topics.
An initiative must be drawn up in Finnish or Swedish or in both of these languages.
The Ministry of Justice operates an online service for launching initiatives and collecting statements of support. Once an initiative is received through this service, the Ministry of Justice checks that the initiatives submitted by citizens contain the required information and that they do not contain such material that is not suitable for publication on the Internet.
As noted on the Ministry of Justice’s website for initiatives, the title of the initiative must be relevant to its content: “Aloitteella on oltava sen sisältöä kuvaava otsikko.
