Article 85. 1-1. After the voting results and the results of the electionof the President of the Russian Federation have been established by a superiorelection commission, the decision of a subordinate election commission may bereversed only by a court, or a court may rule that changes be made in theprotocol of voting results of the election commission and/or in the summarytable. An election commission shall inform the Central Election Commission ofthe Russian Federation of its decision to file a petition with a court to annulthe voting results or make changes in the protocol of voting results and/or thesummary table. If the court rules that changes be made in the protocol ofvoting results of the election commission and/or in the summary table, theelection commission which prepared this protocol and/or this summary tableshall prepare a new protocol of voting results marked “Repeat” and/or a newsummary table marked “Repeat.”

1-2. Having reversed the decision of an election commission on the votingresults the court of an appropriate level may also order a vote recount, if ithas been established any violations of this Federal Law, the Federal Law'On Basic Guarantees of Electoral Rights and the Right of Citizens of theRussian Federation to Participate in a Referendum' were committed in theconduct of voting or establishment of voting results. If the violations do notmake it possible reliably to establish the results of the expression of thevoters' will, the court may annul the voting results.
