What should be included in the referendum question?

Article 134. 

ReferendumBallot Paper
134.1 Referendum ballot paper (hereinafter - ballot paper) shall be is preparedin accordance with the rule mentioned in Article 99 of this Code.
134.2 The design of ballot papers is approved by the Central ElectionCommission at least 30 days prior the referendum. 
134.3 The expression of every issue put to referendum and versions of votersresponse (vote) – “for” and “against” (words “yes” and “no,” “I agree” and “Idisagree” can be as well) shall be are written on ballot paper. 
134.43 The Central Election Commission shall solves the issue on attaching thedraft of the referendum act to the ballot paper. If this draft provides thatnormative legal acts, which are in force, be repealed or amended, suchnormative legal act (its relevant part) can be attached to the ballot paperbased on the decision of Central Election Commission.
