Section 2
(1) Scrutiny shall be affected onappeal only.
(2) The appeal may be filed byanyone eligible to vote, by any group of persons eligible to vote and, in theirofficial capacities, by any Land Returning Officer, the Federal ReturningOfficer and the President of the Bundestag.
