Article96 in Arabic:

اﻟﻤﺎدّة 96 :ﻳﺠﺐ أن ﻳﻜﻮن رﻓﺾأي ﻣﺘﺮﺷﺢ أو ﻗﺎﺋﻤﺔﻣﺘﺮﺷﺤﻴﻦ ﺑﻘﺮار ﻣﻌﻠﻞ ﺗﻌﻠﻴﻼ ﻗﺎﻧﻮﻧﻴﺎ.

ﻳﺠﺐ أن ﻳﺒﻠﻎ هﺬا اﻟﻘﺮار ﺗﺤﺖ ﻃﺎﺋﻠﺔ اﻟﺒﻄﻼن ﺧﻼل ﻋﺸﺮة (10) أﻳﺎمآﺎﻣﻠﺔ اﺑﺘﺪاء ﻣﻦ ﺗﺎرﻳﺦ إﻳﺪاع اﻟﺘﺼﺮﻳﺢ ﺑﺎﻟﺘﺮﺷﺢ.

ﻳﻜﻮن ﻗﺮار اﻟﺮﻓﺾ ﻗﺎﺑﻼ ﻟﻠﻄﻌﻦ أﻣﺎم اﻟﻤﺤﻜﻤﺔ اﻹدارﻳﺔ اﻟﻤﺨﺘﺼﺔ إﻗﻠﻴﻤﻴﺎ ﺧﻼل ﺛﻼﺛﺔ (3) أﻳﺎم اﺑﺘﺪاء ﻣﻦ ﺗﺎرﻳﺦ ﺗﺒﻠﻴﻎ

اﻟﺮﻓﺾ .

ﺗﻔﺼﻞ اﻟﻤﺤﻜﻤﺔﻓﻲ اﻟﻄﻌﻦ ﺑﺤﻜﻢ ﺧﻼل ﺧﻤﺴﺔ (5) أﻳﺎمآ كاﻣﻠﺔ اﺑﺘﺪاء ﻣﻦ ﺗﺎرﻳﺦ ﺗﺴﺠﻴﻞ اﻟﻄﻌﻦ .

ﻳﺒﻠﻎ اﻟﺤﻜﻢ اﻟﻤﺘﺨﺬ، ﺗﻠﻘﺎﺋﻴﺎ وﻓﻮر ﺻﺪورﻩ إﻟﻰ اﻷﻃﺮاف اﻟﻤﻌﻨﻴﺔ وإﻟﻰ اﻟﻮاﻟﻲ ﻗﺼﺪﺗﻨﻔﻴﺬﻩ.

ﻳﻜﻮن هذا اﻟﺤﻜﻢ ﻏﻴﺮ ﻗﺎﺑﻞ ﻷي ﺷﻜﻞ ﻣﻦ أﺷﻜﺎل اﻟﻄﻌﻦ

Unofficial translation:

Article96: Any rejection to application must be legally reasoned.

Theapplication is subject to rejection within ten days starting from the date offiling the application.

Thedecision is subject to appeal by the respective administrative court withinthree days starting from the date of notification rejection.

Therespective administrative court has to issue its rule within five days startingfrom the date of registration of the appeal.

Allparties should be informed by the court decision, including the Wally, in orderto execute it.

Thecourt decision is final and not subject to any kind of appeal.

Article 96 does notspecifically mention who has the right to fill complaints. However, itconnected the legal deadline with the date of notification. This means onlycandidates and party representatives have the right to challenge any decisionsregarding their candidacy. The court decisions in the 2012 election supportthis view.
