Referendumand recall are regulated by law on local referendum. Mandatory referendumconcerns self-taxation (art. 7 of the Law on Local Referendum).

Agendainitiative is regulated by Municipal Statutes in some municipalities (varioussignature requirements).

Poland has a specific tool of direct democracy called 'participatory budgeting'. It is regulated by Municipal Statutes in some municipalities. A part of the budget of a municipality or a city and its shape depends directly on local residents. Members of the public can submit investment projects, and later vote to select one to be implemented.
