(…)
(5)The authority whose consent or opinion need to make the decision, is obliged toconsent or opinion within one month from the day when he was asked if speciallegislation is another deadline. If the authority within that period does notinform the authority that makes the decision to give or refuse consent, it is considered to have givenconsent, and if you do not have an opinion, the competent authority may issue adecision without obtaining the opinion, if special legislation providesotherwise.'

(2)In other administrative matters, reasoning solution contains: a brief statementof the request of the parties, established facts, if necessary, the reasonsthat were determined in the assessment of evidence, the reasons for notrespected the request of the parties, the legal requirements and the reasonsgiven to the facts point to the solution as it is given in the disposition. If theappeal does not stay the execution of the decision, the reasoning contains areference to a regulation that it provides. In the reasoning of the decision must be explained andconclusions against which special appeal is allowed.'
