In the case of Agenda initiative:
A bill shall be accompanied byan explanatory statement which shall:
1) explain the need for andpurpose of passing of the bill;
2) present the actualsituation within the area to be regulated;
3) indicate differencesbetween the presently existing and the proposed legal position;
4) present an estimate of thesocial, economic, financial and legal effects thereof;
5) identify sources offinance, in the event that the bill imposes a burden on the State Budget orbudgets of local government units;
6) outline drafts of principalexecutive orders;
7) contain a statement ofconformity of the bill to legislation of the European Union or a statement thatthe subject-matter of the proposed legislation is not governed by thelegislation of the European Union.
An explanatory statement shallalso refer to the results of prior consultations and shall distinguish variousproposals and opinions presented, especially when there exists a statutoryobligation to seek such opinion.
