Article 304.

 

The law, by an absolute majority of votes ofthe full membership of each Chamber, may introduce the referendum as a recourseagainst decrees of the Departmental Boards.

 

Likewise, by an absolute majority of thevotes of the full membership of each Chamber, the law may introduce andregulate the right of popular initiative in affairs of the DepartmentalGovernment.

 

Article 305.

 

Fifteen percent of the registered registeredresidents of a locality or district specified by law shall have the right ofinitiative before the organs of the Departmental Government in mattersaffecting that jurisdiction.
