84(3) At the conclusion of the hearing, the Court shall determine whether themember whose return or election is complained of or any other and what person,was duly returned or elected, or whether the election was void, and shallcertify such
determinationto the Governor-General and, upon such certification being given, such determination shall be final andshall not be questioned in any proceedings, nor shall any appeal lie therefromto any court; and the election shall be confirmed, or a new election shall be held, as the case may require, inaccordance with such certificate:
Providedthat where the Court finds that any candidate who has been declared to beelected was not qualified or was disqualified at the time of his election, thecourt shall determine the election to be void.
