Constitutionalamendments proposed by citizens are agenda initiatives, not citizens? initiatives. A constitutional amendment passed by theNational Assembly goes to referendum only if 30 deputies call for a referendum(Art. 182(1), Rules of Procedure of theNational Assembly).

Art. 88:Legislative Initiative

Laws may be proposed by the Government or by any deputy.Laws may also be proposed by at least five thousand voters.

IX. Procedure forAmending the Constitution

Art. 168: Proposal to Initiate the Procedure

(1) A proposal to initiate theprocedure for amending the Constitution may be made by twenty deputies of theNational Assembly, the Government or at least thirty thousand voters.

(2) Suchproposal is decided upon by the National Assembly by a two-thirds majority voteof deputies present.

Art. 169: Acts Amending the Constitution

The NationalAssembly adopts acts amending the Constitution by a two-thirds majority vote ofall deputies.

Art.170:Confirmation of ConstitutionalAmendments by Referendum

(1) TheNational Assembly must submit a proposed constitutional amendment to voters foradoption in a referendum, if so required by at least thirty deputies.

Art. 57

(1) Najmanjtrideset tiso? volivcev lahko da predlog za za?etekpostopka za spremembo ustave.

(2) V predlogu mora bitinavedeno, v ?em in kako naj se ustava spremeni, ter razlogi za spremembo. Predlogu morajo biti prilo?eni podpisi najmanjtrideset tiso? volivcev.

Art. 58

(1) Najmanjpet tiso? volivcev lahko predlo?i dr?avnemu zborupredlog zakona.

(2) Predlog zakona mora vsebovati sestavine, ki jihdolo?a poslovnik dr?avnega zbora. Predlogu morajo biti prilo?eni podpisinajmanj pet tiso? volivcev.

2. Legislative procedure

a) General provisions

Art. 114

(1) A draft law may be sent to the President of theNational Assembly by the Government, a deputy, the National Council, or at least 5,000 voters.

Art. 116

(1) The President of the National Assembly forwardsthe draft law to all deputies immediately after it has been tabled. Thereby thelegislative procedure begins.

6. Procedure for amending the Constitution

Art. 173

(1) A proposal to initiate the procedure for amendingthe Constitution may be submitted to the President of the National Assembly by20 deputies, the Government, or at least 30,000 voters. Each proposer determines theirrepresentative.

b) Promulgation of constitutional amendments

Art. 182

(1) The National Assembly promulgates a constitutionalact amending the Constitution no later than eight days after its adoptionunless at least 30 deputies require that the constitutional amendment besubmitted to the voters for approval at a referendum.
