'Article 95
Every voter, candidate andsubmitter of electoral list has the right to file a complaint with the RepublicElectoral Commission due to breach of suffrage during the elections, orirregularities in the procedure of candidacy or voting.
Complaint against adecision, act or omission of a polling board shall be filed with the RepublicElectoral Commission.'
