Who may propose the registration of an initiative?

Article 11. The Procedure for Implementation of theInitiative of the Citizens of the Kyrgyz Republic to Conduct a Referendum

1. Eachcitizen or a group of citizens of the Kyrgyz Republic enjoying the right forparticipation in a referendum may form an initiative group comprising not fewerthan 50 people in order to collect signatures in support of the initiative toconduct a referendum.
2. Such initiative group shall address the Central Referendum Commission withan application on registration of the initiative group. The application of theinitiative group shall include:
1) the wording of the question (questions) proposed by the initiative group forsubmission to a referendum;
2) the family name, first name, patronymic, date of birth, place of residence,the series and number of the passport or its substituting document of membersof the initiative group, as well as persons authorized to act on behalf of theinitiative group.
