Article 75. 6. Appeals of decisions andactions (inaction) of commissions and their officials that violated electoralrights of citizens and the right of citizens to participate in a referendum maybe submitted to the next superior commission which shall, without forwardingthe appeal to the subordinate commission, with the exception of the case whenthe circumstances stated in the appeal were not considered by the subordinatecommission, consider the appeal and take one of the following decisions:

а) leave the appeal without remedy;

b) cancel the disputed decision in full or in part (declare an action(inaction) illegal) and take a material decision;

c) Cancel the disputed decision in full or in part (declare an action(inaction) illegal) and demand the subordinate commission to reconsider theissue and take a material decision (perform a certain action).

Article91. 1.In the event of any violations of this Federal Law, the Federal Law 'OnBasic Guarantees of Electoral Rights and the Right of Citizens of the RussianFederation to Participate in a Referendum' in the conduct of voting orestablishment of voting results, superior election commission, before itestablishes the voting results and the election results, may reverse thedecision of a subordinate election commission on the voting results and order avote recount or, if the violations do not allow reliable establishment of theresults of the expression of the voters' will, it may cancel the votingresults, election results.
