The Law of Ukraine on the Election ofPeople’s Deputies (as of 2011, in English)
Article 12. 1. Thefollowing shall be electoral subjects:
1) a voter;
2) the CentralElection Commission, as well as any other election commission established inaccordance with this Law;
3) a party that has nominated an MPcandidate;
4) an MP candidate who hasbeen registered according to the procedures established by this Law;
5) an official observer of aparty that has nominated candidates to the nationwide district, of an MP candidatein a single-mandate election district, or of a non-governmental organization,who has been registered according to the procedure set out in this Law.

Article 172. 1. The subjects of the respectiveelectoral process (other than the election commission), the referenduminitiative group, other subjects initiating referendum may appeal against decision, actions orinaction of election commissions, referendum commissions, members of thesecommittees.
2.Voter (citizen who is eligible to vote in the respective election orreferendum) may appeal the decisions, action or inaction of the electioncommission, referendum commission, members of these committees, if such adecisions, action or inaction violates voting rights or interests toparticipate in the electoral process or the referendum process.
