Article 118 p. 2.

The right to introduce legislation shall also belong to a group of at least 100,000 citizens having the right to vote in elections to the Sejm. The procedure in such matter shall be specified by statute.

Article 63

1. Sejm możepostanowić o poddaniu określonej sprawy pod referendum z inicjatywy obywateli,kt?rzy dla swojego wniosku uzyskają poparcie co najmniej 500,000 os?b mającychprawo udziału w referendum.

2. Referendum zinicjatywy obywateli nie może dotyczyć:

1) wydatk?w idochod?w, w szczeg?lności podatk?w oraz innych danin publicznych;

2) obronności państwa;

3) amnestii.

It should be noted that citizens' initiative proposed by 500,000 voters may be or may not be put on a referendum based on the decision of the Sejm. See Articles 61 and 63 of the Law on Nationwide Referendum 2003.
