Article 140(5) of the Constitution, and Article 136 and 137 of ElectoralLaw No. 331 provides for agenda intiaitive.

Article 133 and 134 of the Electoral Law (Law No. 331)  provides for optional referenda.

Electoral Law (Law No. 331) provides the legal basis for theadministrative requirements for referendums.
