Article 31.
Građani radi ostvarivanja narodne inicijative obrazuju inicijativni odbor od najmanje tri člana koji imaju biračko pravo.
Inicijativni odbor može obrazovati posebne odbore za prikupljanje potpisa na pojedinim mestima.
Comment
The law states that the initiative should be submitted by an Initiative Committee of at least three people. But it does not specify whether this Committee should be registered first.
