Article 19. 2. When consideringan appeal against the decision of the electoral committee of a polling districtconcerning the drawing-up of records of the calculation of votes, the municipalelectoral committee may recount the ballot-papers presented by the electoralcommittee of the polling district, provided that at least three-fifths of themunicipal electoral committee members are present. Upon establishing anarithmetic mistake, incorrectly calculated valid or invalid ballot-papers, thesaid committee may amend the entries in the records of the calculation ofvotes. The municipal electoral committee shall have no right to nullify thevote counting records of the polling district electoral committee.
