Article 92. 2. Afterthe voting results and the results of the election of deputies of the StateDuma were established, the decision of a subordinate election commission may bereversed only by a court, or a court may rule that changes be made to theprotocol of the election commission and (or) the summary table. The electioncommission shall inform the Central Election Commission of the RussianFederation of its decision to file a petition with a court to cancel the votingresults or make changes to the protocol and (or) the summary table. If thecourt rules that changes be made to the protocol of the election commission and(or) the summary table, the election commission that prepared this protocol and(or) summary table shall prepare a new protocol of voting results marked“Repeat” and (or) a new summary table marked “Repeat.”

3. Having reversedthe decision of an election commission on the voting results the court of anappropriate level may also order vote recount, if any violations of thisFederal Law, the Federal Law 'On Basic Guarantees of Electoral Rights andthe Right of Citizens of the Russian Federation to Participate in aReferendum' were committed in the conduct of voting or establishment ofvoting results. If the violations do not allow reliable establishment of theresults of the expression of the voters' will, the court may invalidate thevoting results.

Article 77. 1¹ Uponestablishment of voting results, election results, referendum results bysuperior commission, a decision of subordinate commission on voting results,election results may be cancelled only by court, or a court may take a decisionon introduction of amendments to the protocol of voting results, electionresults and (or) summary table of this commission. This commission shall informa commission organizing elections, referendum on its decision to appeal tocourt with application to cancel voting results, election results, onintroduction of amendments to the protocol of voting results, election resultsand (or) summary of commission. In case a court decided on introduction ofamendments to the protocol of voting results, election results and (or) summarytable, a commission that filed this protocol and (or) summary table shall filea new protocol of voting results, election results with the note “Repeat” and(or) new summary table with the note “Repeat”.

3. A court of an appropriate level may cancel a decision of an electioncommission on the voting results and election results in an election precinct,territory, electoral district, a municipal formation, in the subject of theRussian Federation, in the whole of the Russian Federation also in case ofviolations of the rules of preparation of voters lists, order of formation ofelection commissions, voting and vote counting procedures (including interferencewith their observation), establishment of election results, unlawful refusal ofregistration of a candidate, list of candidates recognized as such after thevoting day, and other violations of election legislation if these violationsprevent establishment of the real will of voters.
