Art 19, '...It is prohibited to accept material and financial assistance in cash...' (Source: Law on Financing of Political Parties)

Art 12, 'Reception of material and financial assistance from: foreign countries, physical and legal persons outside the territory of Montenegro; anonymous donors, public institutions and companies, public institutions and companies with the share of state capital, trade unions, religious organisations, non-governmental organisations, casinos, betting shops and other organisers of games of chance shall be prohibited.' (Source: Law on Financing the Election Campaign for the President of Montenegro, Mayor and President of Municipality (Official Gazette of Montenegro 08/09 of 4 February 2009))

Art 5, 'In Article 16, after paragraph 3, two new paragraphs shall be added, reading as follows: 'It is prohibited that the political parties and other submitters of electoral lists receive contributions from natural or organized persons and legal entities that are under investigation, against whom a judicial procedure is underway, or who were convicted for a committed criminal offense with elements of corruption crime.A political party shall, immediately after becoming knowledgeable of the payment of funds by the persons/entities referred to in paragraph 4 of this Article, namely, after submission of evidence by the competent body that the persons/entities referred to in paragraph 4 of this Article are concerned, inform the State Election Commission and pay the contributions received into the account of the state budget within 7 days from the day of obtaining the evidence from the competent body that the persons/entities referred to in paragraph 4 of this Article are concerned.? (Source: Law on Amendments to the Law on Financing of Political Parties. Comment

Cash donations are banned, as are donations from religious and betting organisations and NGOs. Donations cannot be received from anyone under investigation or having been convicted of crimes relating to corruption.
