The initiative will not be admitted when:
a) It deals with issues which are legally excluded.
b) If it doesn't fulfill some of the initiativepresentation requirements (Section 3 Citizens’ Legislative Initiative OrganicAct).
c) If the initiative text deals with sheer differentissues which are not homogenic.
d) If there had already been a government bill, ora non-governmental bill, in Congress or Senate that had dealt with the sameissue.
e) If it is a reproduction of another citizens’legislative initiative, with the same or very similar content, presented duringthe same legislature.
