Who determines the title of an initiative?

The CCE is responsible for conductingreferenda. The wording of the question may be amended only with the consent ofthe initiative group, and the minutes of the meeting of the group, confirmingsuch consent, shall be submitted. So it follows from the wording of the lawthat the CCE decides about the question, however this decision presupposesconsent of the initiator. This rule is, however, applicable only for initiativegroup of electors. The whole aim of the law is to protect the initiator of areferendum, so it seems to be applicable for other initiators, as well. If theinitiative is successful and the President of the Republic announces areferendum, he/she is entitled to determine final form of the initiative.

Thequestion (draft decision) offered for the referendum shall be worded by theinitiative group in a clear and definite manner so that it shall be possible togive an unambiguous answer to such question.
