ARTICLE XIII

GENERAL PROVISIONS

Section 6.Harmful substances such as nuclear, chemical, gas or

biologicalweapons intended for use in warfare, nuclear power plants,

and wastematerials therefrom, shall not be used, tested, stored, or

disposed ofwithin the territorial jurisdiction of Palau without the

express approvalof not less than three-fourths (3/4) of the votes cast

in a referendumsubmitted on this specific question.

Palaun NationalCode Annotated Title 23, section 2001(a) requires that a ‘petition proposing aconstitutional amendment shall include [bilingually]: (1) the text of theproposed amendment; and (2) an explanation in plain terms of the intent andeffect of the proposed amendment’
