Article 6.Referendum Requirements of Proposed Laws, Other Enactments and DraftResolutions

3. Upon a petition by the representatives of acitizens’ initiative group, theSeimas Office must ensure its support, in drafting the text (resolution)of the law, other enactment proposed for a referendum or an issue concerningthe life of the State or the People proposed for deliberation, by enlistinglegal experts.

Article 14.Procedure of Passing Seimas Resolution Regarding Petition to Call Referendum

Article 19.Referendum Committees

In the Republic ofLithuania a referendum shall be organized and conducted by:

1) the Central Electoral Committee;

1. TheCentral Electoral Committee shall:

1) register the group;

2) issue citizen signature collection blanks to thegroup;

3) verify and determine, whether 300 thousandcitizens’ signatures have beenproperly collected;

4) form city and regional referendum committees;

5) determine the stamp samples and forms, samples ofcompleting the referendumballot and other documents used in the referendum, and also the procedure ofstamping the ballots;

6) manage the State funds allotted for thereferendum;

7) oversee, how this Law is being implemented;

Article 6.1: Iniciatyvinė grupė pateikia Vyriausiajai rinkimų komisijaiprašymą, kuriame nurodoma, kokį įstatymą siūloma priimti, pakeisti ar papildytiarba sumanymo keisti ar papildyti Lietuvos Respublikos Konstituciją nuostatos.

Article 13.1: Vyriausioji rinkimų komisija savo išvadą kartu su piliečių parašųrinkimo lapais pateikia Seimui.

Article 5. Independence of the Central Electoral Commission

1. When discharging its functions and makingdecisions on issues within its competence, the Central Electoral Commissionshall be independent. No institution or officer may issue mandatoryinstructions regarding the making of the decision that is within the competenceof the Central Electoral Commission.
