“On 11 December, theConstitutional Court ordered the BEC to conduct a recount and re-examination ofall invalid ballots. The recount was concluded on 14 December. Of 138,476invalid ballot papers, 1,260 were found to be valid in favor of Mr. Bǎsescu,and 987 in favor of Mr. Geoanǎ.”

“The Constitutional Courtvalidates the elections and ensures the publication of the results in the mediaand the Official Gazette. Political parties and candidates that participated inthe election may, within three days of the closing of the polls, file petitionswith the Constitutional Court requesting the annulment of the election, in casethey believe fraud was committed to such an extent that it could potentiallyhave altered the order of the candidates to contest the second round or theallocation of the presidential mandate.”
