Article 4. Mandatory Referendums

1. Referendums shall be mandatory with regard to thefollowing issues:

1) on the amendment to the provision of Article 1 ofthe Constitution of the Republic of Lithuania that, “the State of Lithuaniashall be an independent and democratic republic;”

2) on the amendment to the provisions of Chapter I ofthe Constitution of the Republic of Lithuania, “the State of Lithuania;”

3) on the amendment to the provisions of Chapter XIVof the Republic of Lithuania Constitution, “Amending the Constitution;”

4) on the amendment to the Constitutional Act, datedJune 8, 1992, “On Non-Alignment of the Republic of Lithuania to Post-SovietEastern Alliances;”

5) regarding participation by the Republic of Lithuaniain international organizations, should this participation be linked with thepartial transfer of the scope of competence of Government bodies to the institutions ofinternational organizations or the jurisdiction thereof.

2. Mandatory referendums may be held also with regardto other laws or provisions thereof, which 300 thousand citizens having theright to vote or the Seimas shall submit a proposal for to be decided by meansof a referendum.

Article 6. Referendum Requirements ofProposed Laws, Other Enactments and Draft Resolutions

2. Theproposed draft resolution on a referendum shall indicate:

1) the type of referendum;

2) the text of the law proposed fora referendum, text of another enactment or text of an issue to be deliberated,which concerns an issue (resolution) on the life of the State or of the People;

Article 2

1. 50 tūkstančių Lietuvos Respublikos piliečių, turinčiųrinkimų teisę, gali teikti Seimui įstatymo projektą ir jį Seimas privalosvarstyti.

2. Ne mažiau kaip 300 tūkstančių rinkėjų turi teisęteikti Seimui sumanymą keisti ar papildyti Lietuvos Respublikos Konstituciją.

It is possible forcitizens to submit a proposal to amend the parts of the Constitution specified in Article 4.1 of the Referendum Law. If the proposal meets procedural requirements, itwill be subject to a referendum. Under Article 4.2 of the Referendum Law, legislative proposals can be the subject ofmandatory referenda.
