"Budgetary assets may be used to finance: 1) regular operations of political entities; 2) costs of election campaigns for the election of Members of Parliament and councillors and election of the President of Montenegro. Budgetary assets referred to in paragraph 1 item 1 of this Article shall not include the funds for financing of the employees in the political caucuses of the MPs and councillors and providing for business premises for the needs of political entities. Funds for financing of the employees in the political caucuses of MPs and councillors and providing for business premises for the needs of political entities shall be provided for by the Parliament of Montenegro (hereinafter referred to as: the Parliament) and assemblies of the local self-government units, i.e. body in charge of property affairs."
