To raise a proposal ofreferendum, the leading proposer shall submit the main text of the proposal, astatement of reasons, the original copy and a photocopy of the list ofproposers to the competent authority unless otherwise prescribed.

There shall be only oneleading proposer as referred to in the preceding Paragraph, and the main textshall be limited to 100 words and the statement of reasons 1,500 words. Theexcessive part out of the aforesaid limit will not be publicized or publishedin the referendum bulletin. The list of proposers referred to in Paragraph Oneshall be

filled in column by column inthe specified format detailed, and bound into books by municipality, county,and township(city/district).
