What should be included in the referendum question?

Article144. Initiating Republican Referendum
(1)A republican referendum may be initiated by:
a)at least 200,000 citizens of the Republic of Moldova eligible to vote. In caseof constitutional referendum, provisions of Article 141 letter a) paragraph (1)of the Constitution shall be applied;
b)no less than 1/3 of the members of Parliament;
c)President of the Republic of Moldova;
d)Government.
(2)Those mentioned in paragraph (1) may initiate any type of referendum providedin Article 143.
(3)If the referendum is initiated by those mentioned in paragraph (1)letter a), signature collecting sheets shall be attached to the proposal oninitiating the referendum.
(4)The proposal on initiating the referendum shall include questions subject toreferendum stated clearly, avoiding ambiguities, as well as the aim of holdingthe referendum and its suggested date. Issues running counter to each othershall not be subject to referendum.
Article162. Ballot papers
(1) In the ballot paperthere shall be printed the text of the issue or of the draft-law subjected torepublican referendum. On the right of the text of the issue or of thedraft-law, there shall be placed horizontally two quadrilaterals with the words“aye” and “nay”, and beneath - two circles.
(2) If several issues aresubjected to referendum, for each of them there shall be drawn up separateballot papers. In case of several concomitant referendums, the ballot papersshall bear different colours.
(3) The ballot papersshall be drawn up in compliance with the Law on the functioning of spokenlanguages on the territory of the Republic of Moldova.
(4) The number of printedballot papers shall be equal to the number of persons included in the electorallists.
(5) The ballot paperscontaining the same question must have the same format, must be printed withthe same fonts, on paper of the same colour and density.
(6) The model and text ofthe ballot papers and the model of the protocols of the electoral councils andcommittees for the organization of the republican referendum shall be approvedby the Central Elections Commission.
(7) The ballot papersshall be distributed to the district electoral councils with 3 days, and theelectoral committees of the polling stations – 1 day, before the date of therepublican referendum.
