Article 12.

For the matters prescribed in Subparagraphs 1, 2 and 3 ofParagraph Two of Article 2, the number of proposers shall be not less than 5%of the total electors in the latest election of President and Vice President.
The list of joint signers of a proposal ofreferendum shall be submitted by the leading proposer to the Central ElectionCommission within 6 months commencing from the day after receiving the modellist of joint signers; if the leading proposer does not submit it within theaforesaid time limit, it will be regarded as abandonment of joint signature. 
In case of abandonment deemed under thepreceding Paragraph or Paragraph Three of Article 10, the original proposersmay not raise a proposal again for the same matter within 3 years commencingfrom the day of abandonment of joint signature.

Article 80.

Theperiod for collection of joint signatures referred to in Paragraph Two of thepreceding Article is as below:
1. 30 days for recall of a member of theLegislative Yuan, municipal councilor, the governor of a municipality or thegovernor of a county (city).
2. 20 days for recall of a county (city)councilor or the chief of a township (city).
3. 10 days for recall of a representative of atownship (city) congress or the chief of a village (borough).
The calculation of the period referred to in thepreceding Paragraph shall commence from the next day upon receiving the formatof the list of joint signers.
The leading proposers of recall shall submit 2duplicated copies of the list of joint signers to the election commissionwithin the period prescribed in Paragraph One; overdue submission will not beaccepted.
The list of joint signers referred to in the precedingParagraph shall be filled in column by column in the specified format in detailwith the ID card numbers and addresses of domicile of joint signers, and boundinto books by village (boroughs); where the list of joint signers is notsubmitted in the specified format, the election commission shall not accept it.

Article70.

If a proposal ofrecall of the President or the Vice President is proposed by not less than 1/4and agreed by the not less than 2/3 of the total members of the LegislativeYuan, the Legislative Yuan shall announce the proposal of recall isestablished. However, the President or the Vice President who has not been inthe position for one year may not be recalled.[…]

For the recall of elected civil servants, the period forcollection of signatures:

- 30 days (memberof the Legislative Yuan, municipal councilor, the governor of a municipality orthe governor of a county (city).)

- 20 days (county(city) councilor or the chief of a township (city)

- 10 days (township(city) congress or the chief of a village (borough))

 

For the recall of President orVice-president, no signatures by electors are required.
