REFERENDUM - Article 136 of the Constitution states:

 (1) The municipalityshall be the basic territorial unit wherein local self-government shall beexercised. Citizens shall participate in the government of the municipalityboth through bodies of local self-government thereby elected and directly,through a referendum or a general meeting of the community.

(2) The boundaries of a municipality shall beestablished following a referral to the community.

Comment

In Bulgaria 5% of electorate can propose referendumto municipal council, and if at least 10% of theelectorate support the petition to call referendum, it becomes obligatory. According tonational expert and activist, Daniela Bozhinova, the only case, requiring amandatory referendum is the creation of a new municipality or there-organization of an existing municipality. Agenda Initiative can be organized via petition by at least 50citizens.
