'art.194
(…)
(5) The authority whoseconsent or opinion need to make the decision, is obliged to consent or opinionwithin one month from the day when he was asked if special legislation isanother deadline. If the authority within that period does not inform theauthority that makes the decision to give or refuse consent, it is considered to have given consent, andif you do not have an opinion, the competent authority may issue a decisionwithout obtaining the opinion, if special legislation providesotherwise.'

(…)
(2) In other administrativematters, reasoning solution contains: a brief statement of the request of theparties, established facts, if necessary, the reasons that were determined inthe assessment of evidence, the reasons for not respected the request of theparties, the legal requirements and the reasons given to the facts point to thesolution as it is given in the disposition. If the appeal does not stay theexecution of the decision, the reasoning contains a reference to a regulationthat it provides. In thereasoning of the decision must be explained and conclusions against whichspecial appeal is allowed.'
