Article 65. (1) Voters and electoral competitors may challenge theactions/inactions and the decisions taken by the electoral councils andbureaus, as well as the actions/inactions of the electoral competitors. Acomplaint may be lodged to the court, only after prior addressing the electoralbody hierarchically superior to the body whose decision is challenged, exceptthe complaints related to the exercise of the right to vote or to theadministration of elections lodged to the electoral bureau on the Election Day.
