?Complaints on candidatenominations, voting rights, and election day procedures should be submitted tothe SEC, whose decisions can be appealed to theAdministrative Court.?

 

?A complaint filed by PODEM [political party] was upheld and the SEC ordered the MEC toadd 18 missing votes in favor of the party in Bitola polling stations 33 and80, yet this had no effect on the overall results. The SEC rejected all othercomplaints as being unsubstantiated. The complaints filed by UM were dismissedon the grounds that there was no note in the protocol of the respective EB andMEC indicating that the party had complained to the EB. Although the lawprovides for making a remark in the protocol of the EB and MEC in the event ofan alleged irregularity, it does not make it a prerequisite that the partycomplain to the EB in order to raise the complaint at the SEC. Cases whichalleged photographing of marked ballot papers were forwarded to the MoIA forfurther investigation.? PODEM is a political party, which means that politicalparties can file a complaint.? *
