Registration

For the year 2010, the figures for Belgium's Parliamentary turnout figures appear to show that more people registered to vote(7767552 people) than were actually in the voting age population(7430428).  Surely his must be incorrect as there cannot be more registered voters than eligible voters?  Could you please confirm the figures as I require them for a school essay.  Thank you in advance for your assistance. An early response would be much appreciated.
