Act on Direct Participation of Citizens in Government and Local Government of 29 May 2009 (last amended in 2015) 

Art. 10. (1) Proposal to the National Assembly for holding a national referendum can be done by:

1. not less than one-fifth of the deputies;
2. President of the Republic;
3. Council of Ministers;
4. not less than one-fifth of the city councils in the country;
5. nomination committee of citizens with voting rights, has collected more than 200,000 signatures of citizens with voting rights.
(2) The National Assembly shall decide on holding a national referendum if requested by a nomination committee petition containing the signatures of not less than 400 000 Bulgarian citizens with voting rights and does not contradict the restrictions art. 9, para. 2, 3 and 4 .
(3) The National Assembly shall establish and conduct a public register, in which the proposed holding a national referendum and initiative committees al. 1, item 5 under par. 2 and Art. 11, para.2 .
(4) The proposal for a national referendum to include one or more questions that people answer 'yes' or 'no.' Questions are written in Bulgarian language commonplace term, short, simple and clear.

 

Comment

The National Assembly shall decide on holding a national referendum if requested by a nomination committee petition containing the signatures of not less than 400,000 Bulgarian citizens with voting rights and in accordance with the limitations of Article 9, paragraphs 2, 3 and 4 (Citizens’ Initiative).
