78. Electors, in number comprising not less thanone tenth of the electorate, have the right to submit a fully elaborated draftof an amendment to the Constitution or of a law to the President, who shallpresent it to the Saeima. If the Saeima does not adopt it withoutchange as to its content, it shall then be submitted to national referendum.
