 According to art. 45 (1) of the Act on Direct Participation of Citizens in Government and Local Government of 29 May 2009, the initiative can be undertaken by the group of not less than 50 citizens with voting rights.

 

45. (1) The National Citizens' Initiative is organized by a decision of the Assembly of not less than 50 citizens with voting rights.
(2) The Assembly:
1. approve the proposal to the National Assembly or the central body of executive power to collect signatures of citizens;
2. elected a Committee of persons participating in the meeting, which consists of three to seven members, including the chairman;
3. approved form to collect signatures;
4. determine the terms and procedure for collection of signatures; places to collect signatures are determined in agreement with the mayor.
(3) A meeting of citizens under par. 2 is drawn, to which a list of names, permanent addresses, PIN and signature of participants in meeting citizens.
