(1) The provisions ofAct C of 1997 on Election Procedure shall be applied:

[….]

c) in national andlocal referendums, national and local popular initiatives and citizens’initiatives until the entry into force of the Act on National and LocalReferendums, National and Local Popular Initiatives and Citizens’ Initiatives.

IDEA's Direct Democracy Handbook published in 2008 reports for the possibility of Agenda Initiatives in Hungary. However, our research of legislation conducted in late 2014 did not reveal the possibility of this tool. This is also supported by the information in the website of the Parliament which says that the following groups are entitled to submit bills to the Parliament: the President, the Government, each Parliamentary Committee, members of the National Assembly.
