Morocco’s Constitution of 2011

Article 14. The citizens [feminine] and citizens [masculine] have [disposent], within the conditions and following the modalities established by an organic law, the right to present motions in legislative matters.

The new constitution has enabled the possibility of agenda initiatives, but the specific law that describes the procedures has not been enacted yet.
