Given the fairlyundeveloped nature of Latvia's 'regional' tier, it is difficult toapply the Reference Framework for regional democracy. Under its currentstructure, it operates more as an instrument for cooperation between localgovernments themselves and, also between central government and the localauthorities of the area concerned.
