The Constitution of the Republic of Kazakhstanstipulates for national referenda as a form of direct democracy. Article 3,item 2 specifies that people exercise their power through national referenda, whilearticle 33, items 2 and 3 stipulate the right of citizens to participate innational referenda. The law does not envisage local referenda. Kazakhlegislation proclaims the right of citizens to participate in issues of stateadministration directly and indirectly through representatives. Citizens mayappeal individually or collectively to their public administration bodies andlocal self-governments.
