Section 1, sub-section 1: Forregional development and land use planning, the country is divided intoregions. An area to be named as a region is composed of municipalities which form together, functionallyand economically as well as for the purposes of the planning of the area, anappropriate whole.

Section 4 – Responsibility forregional development

(1) The municipalities and the Stateare responsible for regional development as provided in this Act.

 

(2) The Regional Council in each region is theregional development authority responsible for the management of functionsrelated to regional development. Regional Councils are joint municipal boards of which themunicipalities in the region must be members.

Comment

TheFinnish Local Government Act has no direct democracy provisions that apply specifically to regionalcouncils.
